Vegastars runs on Tobique Gaming Commission licence no. 0000020. The holder, Neptune Projects S.R.L., carries Costa Rican company number 3-102-900308. When we opened the regulator’s validation page on 2 October 2026, it gave the operating status as VALID and named two registered websites: www.vegastars.com and www.vegastars12.com. Treat this page as a digest put together in October 2026 from the site footer, the T&C and the regulator’s page; the original wording on vegastars12.com is what counts.

The Tobique Gaming Commission and the Tobique Gaming Act 2023
On the regulator’s page, the licensee “is authorised to offer games of chance in accordance with the Tobique Gaming Act 2023”. The Vegastars footer phrases it slightly differently, “Licensed by the Tobique Gaming Commission under the Gambling Act”, and adds the licence number. In the site’s structured data it’s “Gaming Act”. Whichever wording you see, all three point to the same licence from the same commission.
The Tobique Gaming Commission is also the body behind the footer seal shown on every Vegastars page. Tobique turns up again in the T&C, which hand exclusive jurisdiction over disputes to the courts of the Tobique First Nation, even though the terms themselves fall under Costa Rican law.
How to check the Vegastars license yourself
- Go to vegastars12.com. The Help Centre backs it with “Only trust vegastars12.com”, and vegastars.com redirects there as well.
- In the footer, look for the licence text giving the operator’s name, the company number and licence no. 0000020.
- Click the footer’s licence seal. It takes you to validate.thetgc.ca, carrying the domain you came from in the address bar.
- Three lines on that page matter: company name Neptune Projects S.R.L., operating status VALID, and your domain listed under “Registered Website(s)”.
- Came in through a different address? Make sure you finished on one of the two registered domains.
Rather than saving the validation link, click the seal in the footer each time. The footer script generates seal and stamp parameters for that address, so a saved bookmark tells you less than a fresh click does.

Our visit on 2 October 2026 found the company name on the validation page, along with an address in San José (County 18 of Curridabat, Granadilla), the Tobique Gaming Act 2023 authorisation, the two registered websites and the status VALID.
The licence number is missing. The figure 0000020 appears in the Vegastars footer and the brand’s policy documents, while the regulator’s page never states it. Only two domains are listed there, and the other numbered Vegastars addresses circulating online are absent.
Vegastars isn’t consistent with names across its own pages. You’ll see Neptune Projects SRL, Neptune Projects S.R.L. and occasionally Neptune Project SRL without the “s”; the payment agent is Sultucia Ltd in the footer and Sultucia Limited in the structured data. The registered address turns up in three formats too. The company number stays fixed: 3-102-900308, identical in the footer and T&C 1.2, so match on that.
Operator and payment agent
T&C 1.2 names Neptune Projects S.R.L., incorporated and registered in Costa Rica, as owner and operator of the website. Paysafe payments are processed by that company directly (11.1). Other payments go through Sultucia Ltd, which acts as payment agent on its behalf and is registered in Nicosia, Cyprus. For card payments, the T&C switch to the laws and courts of Cyprus in place of Costa Rica’s.

Complaints follow a set order under the T&C. Support comes first, by live chat (24/7) or at support@vegastars.com. If that doesn’t help, write a formal complaint to complaints@vegastars.com, sending it from the email you registered with (16.2). Any dispute over a bet has to be raised no later than three days after it settles (16.4).
